For example, on Oct. 14 this year, the winning number 509 appeared only as a five on purchased tickets sold throughout the day of the drawing, according to sources in Laos who spoke to RFA’s Lao Service. The lottery officials are members of the country’s ruling elite, the sources said.

Lao officials say they are working to curb illegal lotteries, which are booming. But they warn that it is difficult because they operate online, where they are less likely to be caught by authorities. One official says business interests that run the lotteries have links to the families of top Lao leaders. “The national lottery should be 100 percent managed by the government, not by private business interests,” he said. “If not, we won’t be able to trust the results of the drawings.”
