A lottery is a game of chance wherein participants are awarded prizes according to the results of a random drawing. Lottery games are played in many countries, and are a popular form of gambling. They are also used to raise funds for public projects. In the United States, state-regulated lotteries raise billions of dollars each year for public services, including education. The first US state lottery was launched in Illinois in 1894. Since then, lotteries have been created in all 50 states and several other jurisdictions. Many of these lotteries are operated by the state, while others are run by private companies or nonprofit organizations. The International Lottery in Liechtenstein (ILLF) pioneered Internet gaming and processed the first online lottery transaction in 1995. Tickets may be redeemed at any retailer that is licensed to sell the Maryland Lottery products, or at Maryland Lottery headquarters. Prizes of $600 or more must be claimed at the headquarters. All other prizes must be redeemed at the nearest Lottery offices or an Expanded Cashing Authority Program (XCAP) retailer.
Laotian authorities are rigging the national lottery to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. The official state lottery enterprise is now required to reduce its drawings from two to one per week and to handle its winnings more transparently. Lottery officials also have reportedly been removing numbers that appear on the purchased tickets. For example, the number 509 appeared only as a “5” on the winning tickets for the Oct. 14 drawing, but the same number reappeared on another ticket after the drawing.
For the poorest in Vietnam, selling lottery tickets is the only way to make a living. Huong, a single mother in Saigon, makes about 230 000 VND ($10 US-Dollars) on a good day from her 16-hour shift selling lottery tickets. She and her husband Manh start their day at 5 am with a small breakfast of rice and vegetable soup before hitting the streets to sell. For their effort, they get a lunch of either rice or noodles. Huong and Manh can’t afford any other source of income, so they choose selling lottery tickets over the socially detested act of begging. On good days they can sell as many as 250 tickets. On bad ones they can only sell about 180.
