Montreal Mayor Jean Drapeau tried to recoup the city’s expenditures on the World’s Fair and its subway system by introducing a “voluntary tax” in which players could pay $2.00 for the right to participate in a lottery. However, he insisted that his “tax” was not a lottery because it did not give winners cash prizes. This dispute eventually was settled by the Quebec Appeal Court. However, the federal Supreme Court overturned this decision in 1969. Despite this setback, Drapeau continued his efforts to legalise his lottery.
