Laos’ state-run lottery enterprise has been accused of rigging its drawings in order to avoid large pay-outs, sources in the communist country told RFA’s Lao Service. Drawings for the national lottery — which take place three times a week – frequently show numbers that disappear from purchased tickets, are deemed unlucky or are manipulated in other ways, the sources said. For example, the winning number of Oct. 14’s drawing was 509, but the number appeared only as 5 on tickets bought throughout the day before the drawing.

In response to the allegations, the office of Prime Minister Thongloun Sisoulith issued a directive on Aug. 17 requiring the lottery enterprise to work with police to better manage the problem, the source said. The directive calls for drawing times to be reduced from two to one per week and the elimination of the scratch lottery, which requires buyers to scratch off a plastic coating to reveal a number. It also calls for informal football lotteries and those sold via mobile phone short messaging services to be shut down.
