The state-run lottery system in Laos is plagued by rigging and corruption, sources tell RFA’s Lao Service. Drawings for the country’s legal state lottery are often marred by missing numbers, vanishing prizes, and rigged payouts. For instance, the winning number for a drawing on Oct. 14 this year appeared as 509 on the purchased tickets but disappeared from the screen when it was displayed before a live audience of dozens of viewers.
Despite these allegations, the office of Prime Minister Thongloun Sisoulith has sent a directive to the Ministry of Finance, which oversees the country’s legal state lottery system, to work with police and other officials to crack down on the problem. Those officials must reduce the frequency of state lottery drawings and handle winnings more transparently, the directive said. It also calls for a ban on informal football lotteries and lottery chances sold through short messaging services.
