According to the source, companies responsible for running the lottery have links to the ruling elite. In addition to the family of the president, they also include businesses with ties to other state officials. The company behind the Lotto, he said, also runs other Internet-based lotteries.

Huong, a single mother from Saigon, sells Lotto tickets for a living. On a good day, she can make 230 000 VND ($10) per sale, which is enough to feed herself and her baby. For many poor Vietnamese people, lottery sales are preferable to the socially detested act of begging.

While the government claims to be cracking down on illegal online lottery activities, it remains difficult to regulate them because they take place online, and they’re not subject to regular inspections. The Ministry of Finance, however, has encouraged authorities in charge to invest in a system that can trace those who operate underground lotteries.

A prize claim must be made within 180 days of the draw date to receive the advertised value. All prizes are paid by check, less any offsets and obligations. Subscribers who win a prize of over $25,000 will be contacted by lottery staff to arrange a payment schedule. Prizes of less than $25,000 will be automatically paid by the Lottery headquarters in Maryland by check on the next business day following the draw.
