Lotteries are a popular way to raise money. Prizes are typically paid out in cash, but some may be awarded as merchandise or services. These prizes can be used for anything from education to sports equipment. There are a number of rules and regulations in place to protect lottery winners from fraud. Most states require that winning tickets be verified by an independent party before being disbursed. Some of these independent parties include law enforcement and state gaming commissions. In addition to a verification process, some states also require winners to present an ID and proof of age before being able to claim their prizes.
In Laos, where the communist government has a stronghold over the economy, many locals believe lottery officials are rigging the system. Drawings for the country’s legal state lottery are often marred by numbers that mysteriously vanish from purchased tickets or that appear to be deemed unlucky, RFA’s Lao service found. For example, the winning number 509 for an Oct. 14 drawing was only listed as a five on tickets sold throughout the day of the drawing, despite the fact that many buyers sought to purchase the number because it is associated with the buffalo, an animal that is considered sacred in Laos.
According to state deputy finance minister and lottery supervisor Sila Viengkeo, the office of prime minister Thongloun Sisoulith sent a directive on Aug. 17 asking the Ministry of Finance to work with the Ministry of Public Security to better manage the problem. The directive called for the state lottery to reduce the frequency of its draws from two to one per week and to close down informal football lotteries and those sold through the short messaging service.
The directive also called for authorities to increase the number of police officers assigned to guard lottery offices and prevent illegal gambling. It did not specify a timeline for when these measures would be put into place.
In Vietnam, lottery tickets are sold in local shops and at street vendors. The cost of a ticket is 9 000 VN-Dong (40 US-Cents) and individual sellers make a profit of about 10% for each sold ticket. On good days Huong, a single mother from Saigon, can sell 250 lottery tickets, which gives her about 11 US-Dollars daily. Huong and her partner Manh spend about 16 hours a day selling tickets as their sole source of income.
Winning tickets must be claimed within 180 days of the drawing date. Winners can redeem tickets with a value of up to $600 at Expanded Cashing Authority Program retailers, or they can send their receipts to Lottery headquarters in order to receive their prizes. Prizes over $25,000 will be awarded by check after the winning ticket is verified and any offsets and obligations have been settled. Prizes of less than $600 will be automatically mailed to the winner. Lottery prizes are valid for one year from the date of the drawing.
