A lottery player in the capital of Vientiane says he believes the number manipulations are a result of business interests with connections to the ruling elite. “Many of the companies responsible for running the national lottery have links to the families of top leaders,” he says. “It is a corrupt practice.”

Despite the growing problems, the lottery remains a popular activity in the country, particularly among young people. Its high stakes can be life-changing. But the social security system isn’t yet able to handle the growing number of less fortunate citizens who turn to selling lottery tickets as their primary source of income. For them, it’s an easier alternative to the socially detested act of begging.
