Prior to 1967, buying a lottery ticket was illegal in Canada. That year the federal Liberal government introduced a special Omnibus Bill designed to bring up-to-date a number of obsolete laws, including one concerning lotteries. The bill was sponsored by Justice Minister Pierre Trudeau.

Despite the controversy, Canada has long had an active lottery industry, which provides substantial funds for public services. Today, there are more than 100 licensed lottery retailers across the country, selling a variety of games including the popular Lotto 6/49.

Lao officials are rigging the national lottery to avoid large payouts, sources in the communist nation tell RFA’s Lao service. Drawings in the lottery, which take place three times a week, often show numbers that vanish from purchased tickets or that are deemed unlucky and unlikely to be selected, the sources say.

The ministry has told authorities in charge to invest in a system to track and trace those who are selling illegal lotteries online, Finance Minister Bounchom Ubonpaseuth said at a recent meeting of the National Assembly. He warned that the illegal lottery operations lure people into habitual gambling, and he called for action to regulate them.
