A lottery is a game in which participants win a prize for correctly matching numbers. It is usually conducted by a state government, though private companies may operate lotteries as well. The prize money is often used to fund public services, such as education or health care. The games can be conducted by telephone, internet, or television. They can also be played on video lottery terminals, a type of slot machine. In the United States, there are several types of lotteries: state-run lotteries, federally-regulated interstate lotteries, and privately run lotteries. Each type has its own rules and regulations.
The first modern lottery was probably a French one, launched by King Francis I in or around 1505. It grew to be so popular that it spread throughout Europe. After two centuries of being banned, it reappeared in the 17th century, both as a public lottery for the city of Paris and private ones for religious orders.
There are presently four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of the five regional lottery commissions, each owned and operated by their provincial/ territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).
Despite being legal, illegal online lotteries are booming and lure people into habitual gambling, Minister of Finance Bounchom Ubonpaseuth told parliament recently. He has urged authorities in charge to invest in a system that can trace those who are selling such tickets.
Many of these illegal operators are based in Vietnam and sell lotteries from this country to people in Laos, the minister said. In some cases, they sell a single ticket for more than US$10,000. Huong, a 26-year-old mother of three, is one such seller. On good days she can sell 250 tickets, earning a daily profit of US$11. She is afraid to speak openly about her activities, but she says that she sells lotteries from Vietnam because it is more profitable than other kinds of work.
She sells the lottery tickets to local businesses that then pass them on to individual sellers who strive around Saigon’s streets. She buys the tickets for 10 000 VN-Dong (40 US-Cents) each, and makes about 10% of the sales price. But she worries that the government will take action to stop her if there are too many complaints from people who have lost money in the scam. She isn’t sure that the government can do much about the problem because it takes place over the internet and is hard to regulate. RFA’s Ounkeo Souksavanh contributed to this report.
