A social security or federal tax ID number is required to claim prizes over $600. Winnings in excess of $25,000 are paid through the Lottery’s headquarters.

After confirming her win, Dokkeo said she would share some of the money with her family and friends. She added that her phone has not stopped ringing since the news of her victory spread. She plans to travel as well, visiting South Korea, Japan, and Vietnam.

Lottery officials in the communist country of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources in Vientiane say. Drawings often show numbers that vanish from purchased tickets, or are deemed unlucky and unlikely to be chosen. For example, the winning number 509 in a national lottery drawing on Oct. 14 appeared only as a 5 on tickets sold throughout the day, a source told RFA’s Lao Service.
