Lotteries are government-authorized games of chance that award prizes based on the results of random drawings. Generally, lottery games raise funds for charitable projects and organizations domestically and internationally. In the United States, lottery proceeds are used to finance public education and other state-level priorities. Online lotteries have increased in popularity, particularly since online gaming regulations are less restrictive than those for traditional land-based casinos and online gambling sites. The GTech Corporation, a Rhode Island-based company, administers approximately 70% of worldwide online lottery business. It operates multiple websites, referred to as the ILLF brands. In addition, it operates several Internet lotteries in Liechtenstein.

Lottery winnings are typically taxed at the state and/or local level. In some jurisdictions, winnings are taxable only on the amount of money won, while others require winners to meet certain criteria before taxes are applied. In the case of multi-state lotteries, winnings are typically taxable in all participating states.

In Canada, all provincial and territorial governments have lotteries that are operated by the Interprovincial Lottery Corporation. Its four nationwide lotteries are Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The corporation is also responsible for distributing its allocations to charities and community organizations. In addition, the corporation oversees its own regulated online sales and offers two licensed re-sellers for online lotteries, Netlotto Pty Ltd and Jumbo Interactive.

The company’s headquarters pays prizes valued up to $25,000, less offsets and obligations, by check on the day the claim is submitted. Lottery prizes of less than $600 are automatically paid by Maryland Lottery retailers.

Lao authorities are rigging the national lottery, making it difficult for lucky winners to receive large pay-outs, sources in the communist nation tell RFA’s Lao Service. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky, the sources say. For example, on Oct. 14 this year, the winning number 509 appeared only as a five on tickets sold throughout the day of the drawing.

For many people in Laos, selling lottery tickets is the only source of income. The social security system is not yet equipped to handle this growing population of poor citizens. As a result, lottery ticket sellers prefer this lucrative job over the socially detested act of begging on the streets. Some even work with their children to make sure they can afford to live.
