A lottery is a game in which numbers are drawn to determine the winner of a prize. The prize can be cash or goods. Lotteries are regulated by law in most countries. Some are run by a government agency while others are private enterprises. The prizes are generally small, and winnings are usually announced in a newspaper or on television. The winners are then required to claim their prizes within a certain period of time. In the United States, for example, winnings are paid out by check.

In Canada prior to 1967, purchasing a lottery ticket was illegal. That year, the Liberal government introduced a special bill (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws, including those regarding lotteries. Montreal mayor Jean Drapeau seized the opportunity to introduce a “voluntary tax,” for which players would be required to pay $2.00 for a chance to win $100,000. Although this was not a true lottery, it was widely perceived as one.

Since then, a variety of other legal lotteries have been introduced in Canada. These include the Canadian provincial/territorial governments’ lottery commissions—Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories, Nunavut)—plus the Interprovincial Lottery Corporation and Société des lotteries du Québec. There are also several national games, including Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. There is also a Health Lottery in Canada.

Lotteries are also regulated in other countries. In the United Kingdom, there is a state lottery, operated by the UK National Lottery Limited. There are also two private lotteries, which sell tickets on the Internet: Netlotto Pty Ltd and Jumbo Interactive. In Australia, there are state-government operated lotteries in every state and territory and national games operated by Tatts Group, along with a Health Lottery.

In Laos, meanwhile, the state’s legal lottery sales have decreased threefold in recent years as people buy foreign-run lotteries that are sold in the country illegally, according to the deputy finance minister and state lottery supervisor, Sila Viengkeo. The ministry is working to crack down on this issue, he said. But he added that it would be difficult to deal with the problem because many of the illegal lotteries are online and are hard to trace. In his opinion, the government needs to invest in technology to develop a system for tracking those selling illegal lottery tickets. In the meantime, he hopes to improve transparency in the legal lottery business and better control sales. If he does, he believes that the government’s revenue from the lottery will grow again. In her case, she said, if she wins the lottery, she will share her winnings with her family and friends and spend some of it traveling—to South Korea, Japan, Vietnam, or anywhere else on her wish list. She will also be able to get a good education for her children.
