In addition, the number of tickets sold is usually limited to prevent massive fraud and money laundering. In some cases, government officials are involved in the lottery process to ensure that it is conducted fairly.

Some people who work in the lottery industry are concerned that state and federal laws do not protect their rights as workers. In addition, they are concerned about the impact of lottery profits on local economies and society in general. In some jurisdictions, employees of the state-run lottery are represented by unions. This is important to ensure that the employees have protection under the law.

In Canada, there are four nationwide lotteries: the Ontario Lottery and Gaming Corporation (Ontario), Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Manitoba and Yukon). These are governed by the Interprovincial Lottery Corporation, which is owned by the provincial/territorial governments of the participating provinces/territories. The interprovincial consortium also operates the Canadian Health Lottery.
