However, a number of people have complained that government-run lotteries are not fair. They are concerned that lottery officials manipulate the results in order to avoid large pay-outs. In particular, several numbers have reappeared in recent drawing of the Laotian lottery—including the cat symbol—raising suspicions about the integrity of the thrice-weekly drawings.

The number 67, for example, appeared in three consecutive drawings this month and is associated with the turtle, an animal considered to bring bad luck. A source told RFA that the occurrence of this number raised concerns among lottery players that the winning numbers are being rigged.

Vilasack Phommaluck, an official in the Finance Ministry who is on the committee that oversees the lottery enterprise, told RFA that some changes have been made in response to complaints of rigging. He said the ministry may reduce the number of drawings to one per week in the future. But he said whether or not to block certain numbers is not within the committee’s purview.

Lottery results are announced each Tuesday evening and can be checked at many stores, restaurants, and convenience shops. The retailers have a machine that they run the tickets through to check for winners. Those who have won will receive a small ticket with their winning numbers and numbers on it. They can then use this to claim their prize. In addition, some states have a website that allows people to check results online. If you’ve won, you will need to provide your proof of identity and the winning numbers on the ticket. Most state lotteries also offer instant-win games, such as scratch-off tickets or keno.
