Laos has a population of about 6.5 million and is one of the world’s poorest nations. Gambling is illegal in most of the country, but there are Special Economic Zones where gambling is permitted. The Laos national lottery is managed by the Department of Industry and Tourism and is a key source of revenue for the country.

In Canada, there are four nationwide lotteries: Lotto 6/49, Lotto Max, and Daily Grand. These are operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by the provinces and territories: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon, Northwest Territories, and Nunavut) and British Columbia Lottery Corporation (British Columbia).

Dokkeo told RFA that she plans to use some of her winnings to buy a house, but family is her priority. She also wants to spend some money on travel. “South Korea, Japan, Vietnam — I’d love to go,” she said.
