Laos is taking action to address illegal lotteries that are being sold to people in the country as many as four times a day, Finance Minister Bounchom Ubonpaseuth told the National Assembly recently. A source in Laos told RFA’s Lao Service that lottery officials are rigging the system by manipulating the numbers that appear on purchased tickets. In one case earlier this year the lucky number 509 appeared as a random number on tickets for the thrice-weekly national lottery drawing, but on Oct. 14 the 09 mysteriously disappeared, the source said.
