A lawmaker in the capital of Vientiane says his government is working to regulate illegal lottery activities and to crack down on the unauthorized sale of foreign lotteries, which are sold online. The ministry is urging authorities to invest in a system that can trace the operators of these illegal operations, Finance Minister Bounchom Ubonpaseuth told parliament recently. He added that the number of illegal lotteries is increasing rapidly.

The legal lottery is run by the national state enterprise, which has a total budget of about 20 billion kip. On good days Huong, a single mother from Saigon, can make 230 000 VN-Dong (11 US-Dollars) from the sales of two to four lottery tickets. The money is more than enough to survive for her and her husband, Manh. They start the day at 5 am and have a quick breakfast of rice and vegetable soup before hitting the streets for their 16-hour shift. Selling lottery tickets is preferable to the socially detested act of begging, they say. Unlike other Asian countries such as Korea or Singapore, Vietnam’s social security systems aren’t capable of handling the number of needy citizens. This means that lottery tickets provide a lifeline for the country’s most vulnerable.
