The country’s state lottery was previously overseen by the Ministry of Finance, but on Aug. 17 the office of prime minister Thongloun Sisoulith sent a directive asking the ministry to work with the Ministry of Public Security to better manage the lottery, sources told RFA’s Lao service. The directive states that the number of lottery drawings per week must be reduced and that winnings should be handled in a more transparent manner. Informal football lotteries and lottery chances purchased via short messaging services will also be closed down, the directive says.

For many Vietnamese people, selling lottery tickets is their only way to make a living. In addition to generating income, this job allows them to avoid the socially detested act of begging. On good days, a lottery seller can earn up to 230 000 VN-Dong ($10 US-Dollars). Huong, a single mother from Saigon, is a typical lottery ticket seller. She and her husband, Manh, sell tickets in the streets of their city for 16 hours a day. On average, they sell about 200 tickets a day.
