Drawings for the national lottery, which are held three times a week, frequently show numbers that vanish from purchased tickets or are deemed unlucky and not worth choosing. For example, on Oct. 14, the winning number 509 appeared only as 5 on purchased tickets despite a huge number of buyers seeking to buy tickets that included the number.
A government official speaking on condition of anonymity told RFA that business interests with ties to the ruling elite are running the national lottery and are not transparent about their operations. The official added that the state should resume control of the national lottery, because private business interests shouldn’t be responsible for managing a public service that’s supposed to benefit all citizens.
In Vietnam, lottery ticket sellers often sell their winnings for the right price to those who desperately need it. For Huong, a single mother, selling tickets is her only way to make a living as her social security payments aren’t enough to sustain her family. On good days, she can sell up to 250 lottery tickets and a daily profit of 11 US-Dollars. On bad days, she only sells about 180 tickets and has to rely on her husband to accompany her during their heavy 16-hour shift. The couple live with their three young children and Huong’s pregnant sister in a small house in the outskirts of Saigon. In addition to a lottery, they also sell fruit, vegetables and rice at a local market. This is how they manage to survive while waiting for their baby to be born.
