Laos has banned advertising for the country’s national lottery, but private business interests have found ways to circumvent this ban. One of the companies responsible for the lottery reportedly has business connections with members of the ruling elite. It also has a contract with Thailand’s Insee Trading Company to supply the computer systems for the national lottery. In addition, a lottery salesman who spoke on condition of anonymity told RFA that private business interests know the numbers chosen by lottery players, so they can manipulate the results.
Earlier this year, questions were raised about the honesty of the national lottery when the number 509 appeared in winning numbers for three consecutive drawings in August, September and October. The number is symbolic of the cat in Lao culture and many players chose it to try their luck. Lao finance ministry official Vilasack Phommaluck told RFA that changes are being made to address these concerns, including reducing the frequency of the lottery draws and improving transparency.
