For example, the number 67 was the top prize winner in three consecutive lottery draws at the end of September, and it is associated with the turtle, which many people consider to be unlucky. The official who oversees the lottery, Vilasack Phommaluck, denied the allegations and said the committee double checked all the numbers before each drawing.
