The lottery games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut).
A convicted felon is not allowed to sell lottery tickets. In addition, it is against the law to use a false name on lottery tickets. Those found violating these rules may face up to three years in prison and fines of up to US$25,000. Some state lotteries even have their own police departments to enforce these rules.
The lottery is a huge source of revenue for many poor Vietnamese families, and on a lucky day, a lottery seller can make up to 230 000 VND ($10 US-Dollars), enough to feed their children and keep them alive. Many sellers are single mothers, and begging is socially detested, so they choose the safer route of selling lottery tickets. It is not uncommon to see pregnant women and girls selling lottery tickets, especially in Saigon. But the social security system of Vietnam is not yet capable of providing help to such families, and so many lottery ticket sellers rely on this as their only source of income. For these women, the lottery is a godsend.
