The government does not disclose how much the businesses pay for the privilege, and the public is unaware of how the money is spent.

The official spokesman for the Lao Ministry of Finance, Sila Viengkeo, denied accusations of corruption in lottery operations. “There are no illegal activities in the management of state lottery,” he told RFA’s Lao Service on Aug. 17. The official also disputed allegations that the state lottery system lacks transparency.

Despite the fact that gambling is illegal in most countries, online gaming has exploded, thanks to new technology. While some of these games are akin to traditional lotteries, others, like bingo and keno, are more like scratch card games. The largest provider of online lottery games is GTech Corporation, headquartered in West Greenwich, Rhode Island. Its eGaming software platform handles 70% of the global online and instant lottery business, according to its website.

In most countries, the winners of lottery prizes receive their winnings in a form of a check issued by the lottery company. However, in some cases the winner may have to pay taxes. In most cases, winnings are paid out within 30 days of the drawing date. However, this is not guaranteed. It is important to read the rules of each lottery before making a decision to play.
