The ministry may cut back the number of drawings to one per week to help restore faith in the lottery, he added.

There are some who believe that private business interests are rigging the lottery to avoid paying out large jackpots, and that there is little transparency in the lottery system. Others have said that the lottery’s heavy dependence on foreign investors makes it vulnerable to corruption.
