New Zealand has a national lottery operated by the state-owned Lottery Grants Board. Lottery profits are distributed by the board to a number of community and sport organisations, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. Winnings are not taxed in New Zealand, and the top prize is typically EUR2.4 billion.
Laos has a legal lottery and a number of land-based casinos. In addition to the legal lottery, many players participate in offshore online casinos that accept Laos players without a risk of getting caught. The country’s legal status of gambling is complex: while it is illegal in some areas, it is permitted within Special Economic Zones.
The majority of business interests behind the national lottery — which is operated by several companies with links to Laos’ ruling elite — are not transparent, according to RFA’s Lao Service. Private businesses are not required to disclose how much they pay each year for their lottery concessions, nor do they provide details of how the drawings are conducted. The office of prime minister Thongloun Sisoulith recently sent a directive asking the ministry overseeing the state lottery to work with the Ministry of Public Security to better manage the problem, sources told RFA’s Lao Service. The directive also calls for drawing sessions to be reduced from two to one per week and the handling of winnings to be made more transparent.
