This is a huge problem for the lottery, which is supposed to be a government-run operation. Officials in Laos have defended the national lottery by saying that private business interests are responsible for its work, but no one knows how much those businesses pay to the state for their concessions and nobody inspects them. Those private business interests allegedly also include people with connections to the country’s ruling elite, a source tells RFA.

Canada: A Lottery With a Difference

In 1967, Canada’s federal Liberal government introduced an Omnibus Bill that was designed to bring up to date a number of laws. It included an amendment concerning lotteries, which allowed provincial governments to legalize private lotteries. Today, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. These events can be held in conjunction with a major sporting event or even as part of a municipal festival or celebration. In the past, lottery events have been organized to raise funds for hospitals and children’s camps.
