In some cases, the lottery regulates the number of licensed gambling establishments within a given jurisdiction. In other cases, it imposes minimum capital requirements and licensing fees on licensees.

Despite these restrictions, there are still some illegal lottery operations in Canada. These operations often use the Internet to offer their services and may be difficult to detect. They can be run by individuals or groups. In some cases, they may be used as a front for illegal drug trafficking or money laundering activities.
