Ultimately, the Quebec Appeal Court declared Drapeau’s “voluntary tax” to be illegal. Nevertheless, the City of Montreal fought to keep the lottery going. Eventually, the city won and today it operates four nationwide lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).
