Despite their size, most state-run lotteries have limited budgets. Therefore, they rely on the public to buy tickets to support their operations. Many states also encourage participation by limiting the purchase of multiple tickets. In addition, they provide players with educational and social activities to promote awareness about the benefits of the lottery.

Laos has a national lottery that is run by the state. However, the state has been accused of rigging the lottery to avoid large pay-outs. Drawings in the lottery have been known to display numbers that disappear from purchased tickets, and the number 509 appeared on tickets sold throughout the day of the Oct. 14 drawing before changing to 134 just 10 minutes before the scheduled time of the draw, an RFA source in Vientiane told RFA’s Lao Service.

Huong, a mother of two, has been selling lottery tickets for four years to make a living. She and her husband Manh, who also helps with sales, work a 16-hour shift. On good days they sell 250 tickets, earning a daily profit of around 11 US-dollars. On bad days, they only sell 180 tickets. They start their day at 5 am with a small breakfast of rice and vegetable soup before striving around Saigon’s streets.
