Pierre Trudeau sponsored the bill, and on September 12, 1967 it was passed by the Senate and approved by the House of Commons. The new law made it legal to buy a ticket on the Irish Sweepstakes and other national lottery games.

Laos is a communist state, but its citizens have found a way to make money by playing the nation’s thrice-weekly lottery. Officials in the Southeast Asian nation are accused of rigging the system by manipulating winning numbers to avoid large pay-outs. For example, the cat-related number 509 appeared on tickets sold throughout the day of a drawing earlier this year only to disappear from purchased tickets during the actual drawing.

A lottery salesman speaking on condition of anonymity told RFA’s Lao Service that the Thai company that runs the lottery knows which numbers people choose, allowing it to manipulate the results. The company is also alleged to block certain numbers or not sell them at all.

The lottery is a huge business, and for many Laotians it is a regular source of income. Some play the lottery to save for a rainy day, while others use it as an investment. Those who win often do so by purchasing tickets with numbers that appear infrequently. Other players purchase tickets based on the advice of family and friends, or just because they enjoy the entertainment value of the game. Regardless of their motives, many people are willing to spend significant sums on the hope of becoming wealthy. In fact, in recent years the popularity of lottery-type games has grown rapidly. This has led to the development of a variety of sites that offer services related to the sale of lottery tickets. These sites typically charge a premium on the base lottery prices.
