The government in the communist nation of Laos is rigging the national lottery, manipulating winning numbers to avoid large pay-outs, sources in the capital Vientiane tell RFA’s Lao Service. Drawings in the thrice-weekly national lottery, which attracts thousands of players across the country, often show numbers that either disappear from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, the winning number 509 appeared only as a 5 on the purchased tickets for the Oct. 14 drawing after large numbers of buyers sought to buy tickets including the number, a source said. The number is symbolic of felis catus, or the cat, which represents luck in Laos.
A spokesman for the finance ministry, Vilasack Phommaluck, told RFA that the committee overseeing the national lottery is working to address these concerns. “We have already made some changes in response to the complaints that were raised,” he said. “We are also considering reducing the frequency of the drawings.”
The state lottery is operated by a private company called Maryland Lottery and Gaming Corporation. The company is licensed by the Maryland State Lottery Commission to sell scratch-off tickets and draw games, including the Mega Millions and Powerball. In addition to offering lottery games, the company offers sports betting and other services. It has been in business since 1996 and has won numerous awards for customer service.
New Zealand has a national lottery run by an autonomous Crown entity, Lotto New Zealand. Profits from the lottery are distributed by the Lottery Grants Board to community and sporting organizations, including Sport and Recreation New Zealand, Creative New Zealand, and the New Zealand Film Commission. Lottery profits are not taxed in New Zealand.
In Canada prior to 1967 buying a ticket on the Irish Sweepstakes was illegal, until Pierre Trudeau’s Liberal government introduced a special law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws. Quebec City Mayor Jean Drapeau, who was responsible for the controversial initiative, argued that his ‘voluntary’ tax did not contravene provincial and federal laws. But the Canadian Court of Appeal rejected this argument and ruled that it was indeed a lottery.
