Lotteries are games in which players try to win a prize by matching a series of numbers. These games are popular all over the world and are a great way to raise money for charities and other causes. In Canada, the legal status of lotteries is complicated. In 1967, the federal Liberal government introduced an Omnibus Bill that aimed to bring a number of obsolete laws up to date. This bill included a provision that made it legal for Montreal mayor Jean Drapeau to offer a lottery system called the Irish Sweepstakes. The “voluntary tax” would cost $2.00 for the right to participate in a draw that awarded silver bars instead of money. The Minister of Justice claimed this was a form of gambling, while Drapeau argued that it did not violate federal law.

Laos has a national lottery that is run by Thailand’s Insee Trading Company. Some players have reported that the company is rigging the system. Drawings are held three times a week, but the winning number sometimes mysteriously disappears from purchased tickets. For example, the number 509 in a drawing on Oct. 14 this year was printed as 09 on the tickets, but appeared as 5 during the actual drawing. A lottery salesman who spoke on condition of anonymity told RFA that the lottery company knows what numbers people choose, so it can manipulate the results.

A Finance Ministry official who serves on the committee that oversees the national lottery told RFA that some changes have been made to respond to questions about the legitimacy of the game, and other changes may be in the works. He said the ministry might reduce the number of drawings to once a week, which could make it easier to keep track of results and prevent shenanigans.

For most Vietnamese people, selling lottery tickets is the only source of income. The social security systems in Vietnam are not yet able to handle the large number of less fortunate citizens, so they have to turn to this job as their only means of survival. On a good day, a single mother like Huong, who sells lottery tickets in Saigon, can earn up to 230,000 VN-Dong (US-Dollars) per day. This is more than enough to feed her and her baby.
