Lottery officials in the communist nation of Laos are rigging the system, manipulating drawing results to avoid large pay-outs, sources tell Radio Free Asia’s Lao service. A source in the capital Vientiane told RFA that lottery company executives know which numbers are popular with buyers, and can prevent them from buying tickets with those numbers. Suspicions were raised earlier this year after the winning number for a drawing on Oct. 14 this year, 509, disappeared from purchased tickets. The number 09 is regarded as unlucky in Laos and many buyers would not choose a ticket with that number.
Vilasack Phommaluck, a Finance Ministry official serving on the committee that oversees the lottery, told RFA that changes may be made to address the issue, including cutting back the drawing to one time per week. But he said blocking certain numbers is outside his committee’s purview. Other changes may include reducing the amount of money that winners receive and displaying drawings live. This could make it harder for the company to manipulate the numbers, he said.
