The government has stepped in to investigate the controversy, but many players are losing faith in the game. “It’s difficult to trust the lottery when we can’t see that they’re putting forth honest efforts,” one Laotian living in Vientiane told RFA’s Lao Service. “It’s important to have a lottery that is transparent and fair.”
Other problems abound. Some players have complained that the lottery company is not double checking the number balls before announcing the results. One source said he suspects that the weight of the lottery balls varies, and that the heavier ones are likely to fall into the holes faster than lighter ones. Others have suggested that the lottery results could be manipulated by the lottery company in order to increase its profits.
Some people have also questioned whether the winning numbers are being randomly generated or if the numbers were selected deliberately. The number 67, for example, is associated with the turtle, which is believed to bring bad luck. This is why few Lao gamblers choose to pick this number. Other numbers, such as 3, 267, and 509, are also believed to bring misfortune.
Amid the accusations of rigged drawing results, some have begun to call for an end to private business interests running the national lottery. The current arrangement, which involves a joint venture between the government and a private company, has been in place since 1994. Some experts have warned that privatizing the lottery might lead to corruption and other pitfalls.
In Australia, the national lottery is run by Tatts Group under a government license at the state or territory level. The company sells tickets through its retail outlets and through two licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive, which operate online sites that sell Australian lottery products. A few other countries have similar arrangements.
