Lotteries are a form of gambling wherein players try to win a prize for a random drawing. They can be run by state, provincial or territorial governments and by private companies. The prizes range from cash to goods and services. The money raised by these lotteries is often used for public services and infrastructure such as education, health and sports, as well as social welfare and the environment.

Suspicions were raised recently when the number 509 was chosen as the winning number in three consecutive drawings at the end of September. The number is associated in Laos with the buffalo, which is seen as a symbol of good luck. It is not known how many people were able to pick this number before access was blocked, but RFA’s source said it may have been a significant percentage of the winners.

For Huong and Manh, lottery tickets are a lifeline to a secure income. They both work a 16-hour shift, starting at about 5 am and selling until 9 pm. They buy their tickets at local stores for 9 000 VN-Dong per ticket, then sell them on the streets of Saigon to earn a profit of about 10%. They have a small breakfast of rice and vegetable soup before they hit the streets. On good days, they can sell 250 tickets and make a decent living. On bad days, they can only sell about 180 tickets. Both are grateful for their small earnings, but they do not take a vacation. They have a plan to buy a house and start a family in the future.
