Although there were debates in Ottawa and Montreal about the legality of this tax, it was deemed not to violate provincial law.

Lottery officials in Laos are rigging the national lottery, making it impossible for players to win a large pay-out. Drawings are regularly interrupted or shown without the winning numbers, and the number 09 has disappeared from tickets after a large number of Lao buyers sought it. A source told RFA’s Lao Service that the Thai company that runs the lottery knows which numbers are picked, so it can manipulate the results.

A Finance Ministry official, Vilasack Phommaluck, said the committee overseeing the lottery was examining ways to restore faith in the game. One change he suggested could be reducing the number of drawings from three to two times per week. However, he insisted that the steering committee does not get involved in the selection of winning numbers. That is a matter for the lottery company and its employees.
