Several Laotian lottery players have complained that the national lottery is not being managed transparently, especially in terms of the allegedly manipulation of the numbers. One source cited the example of a particular lottery number that was announced as 134 in the morning but changed to 662 in the afternoon, only 10 minutes before the scheduled drawing. The source said the change was made because that number was associated with a buffalo, which is considered a symbol of good luck in Laos.

But Vilasack Phommaluck, chairman of the steering committee for the national lottery, denied that his company was involved in any such shenanigans and told RFA that it double checked the lottery balls before each drawing.
