Laos’ national lottery has raised concerns about rigging the system and manipulating winning numbers in order to avoid large pay-outs. Numbers that represent the cat in Lao culture have shown up in the thrice-weekly draws for four consecutive months, leading some people to doubt the honesty of the game. In addition, numbers that are deemed unlucky are sometimes mysteriously unavailable when purchased. A lottery salesman told RFA’s Lao Service that the Thailand-based Insee Trading Company, which runs the game, knows the numbers people pick, allowing it to manipulate results.

A Vientiane resident who follows the lottery told RFA’s Lao Service that there have also been questions about the weight of the lottery balls. He said he has noticed that the heaviest balls seem to fall into the lottery hole faster than other balls. The lottery steering committee member Vilasack Phommaluck dismissed the allegations, saying the steering committee has double checked the lottery balls.

Nevertheless, for poor Vietnamese people, selling lottery tickets is often their only source of income. One single mother who sells tickets on the streets of Saigon told RFA she can make about 230 000 VN-Dong per day, which is enough to feed her baby and provide for the rest of her family.

Despite the controversies, the lottery is still the main source of government revenue in many developing countries. The government allocates a percentage of the total prize pool to social welfare projects, education, and health. In addition, the lottery is a popular way for citizens to become rich and contributes to economic development. However, the number of lottery winners has declined as the economy has slowed down. This is due to increased competition from online lottery operators, which have been able to offer more prizes at lower cost.
