Another source told RFA that the company that runs the lottery in Laos, Thailand’s Insee Trading Company, knows which numbers players choose and has the power to manipulate the system. The source also suggested that the company might block certain numbers to boost sales and profit. Neither of these allegations was proven, but they have caused doubt among lottery players.
The alleged manipulation of the lottery’s results is not the first time that suspicions have been raised about the fairness of the games. Earlier this year, Lao players who picked the number 509 became suspicious when it suddenly disappeared from their tickets. The number is associated with the buffalo, a symbol of good luck in Lao culture. In a similar case, the number 367 appeared in the winning numbers for three consecutive drawings at the end of September, prompting speculation that some people were cheating the game.
A Finance Ministry official serving on the committee that oversees the lottery told RFA that some changes have been made in response to those concerns, including reducing the number of lottery drawings to just one per week. He added that the committee may consider blocking some numbers or not selling them to reduce chances of shenanigans, but he didn’t say whether those changes would have an impact on the overall integrity of the lottery.
