Canada is one of the few countries in the world that has a national lottery. The state-run lottery is a significant source of revenue in Laos. However, gambling is generally illegal in the country, except for in special economic zones, which are leased to foreign investors and have casinos offering roulette, poker and blackjack. The government claims the profits from these casinos help the economy by increasing foreign exchange earnings.

In the last decade the Laos economy has grown rapidly, mainly because of the rapid development of mining and hydro-electric power. However, many people in the country are still poor. For these people, selling lottery tickets is the only way to make a living. On good days Huong, a single mother from Saigon, can sell up to 250 tickets and make a profit of around 10 US-Dollars. On bad days, she only manages to sell 180 tickets. Her husband Manh, who also helps her, accompany her throughout her heavy 16-hour shift.

Laos government officials have been accused of rigging the national lottery to avoid large pay-outs. Drawings in the thrice-weekly lottery often show numbers that disappear from purchased tickets or that are deemed unlucky, sources say. The number 67, for example, is considered unlucky because it is associated with the turtle, which is seen as a symbol of death in Laos. The number appeared in three consecutive drawings at the end of September.

Vilasack Phommaluck, an official from the Finance Ministry serving on the committee that oversees the lottery, dismissed accusations of rigged draws. He said the committee double checks the lottery balls used in each draw. However, he has not addressed questions about why the weight of the lottery balls is different. The heavier balls should fall into the hole faster than lighter ones, he said. The lottery should be 100 percent managed by the government, he added.
