Laos has long been accused of rigging its lottery system to avoid large pay-outs, sources in the capital Vientiane told RFA’s Lao Service. Often, numbers appearing in the lottery drawing appear as other numbers on purchased tickets or are simply discarded. For example, on Oct. 14 this year, the number 509 appeared only as a 5 on tickets purchased throughout the day of the drawing. Yet it was the winning number for that drawing.

In order to avoid such allegations, Lao authorities have recently taken steps to address the issue by reducing the number of lottery drawings and strengthening transparency measures. They are also implementing a new regulation to restrict the sale of lottery tickets, including those bought by text message, and are working to crack down on informal football lotteries. Earlier this month, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance to reduce state lottery drawings from two to one per week and handle lottery winnings more transparently. This will include limiting the number of lottery chances purchased via short messaging services. In the future, people will be required to show proof of identity in order to buy a ticket.
