The agreement stipulates that BCorp and its subsidiaries will invest in technology, equipment software, and computerized lotteries throughout the country.

In Canada, where buying lottery tickets was once illegal, the federal Liberal government in 1967 introduced a special law called an Omnibus Bill to bring up-to-date a series of outdated laws. This included an amendment allowing provincial governments to legally operate lottery systems. The amendment was a success and Quebec became the first Canadian province to introduce a lottery in 1968, offering a variety of games such as Lotto 6/49, Lotto Max, and Daily Grand. Canada now has four nationwide lotteries. These are administered by the Interprovincial Lottery Corporation, which consists of the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories, and Nunavut).
