Lotteries are government-regulated games that award prizes to players based on the numbers they select from a fixed pool of tickets. The pool can consist of all or some of the players who buy a ticket, as well as any non-buyers who have matched a specific combination of numbers. Prizes are typically cash or goods, but in some cases may be services or other merchandise. In the United States, there are several state-regulated lotteries operated by private companies. The first lotteries were organized in the 16th century, with the first legal national lottery established in France in 1749. Since then, more than 30 countries have established legal national lotteries, and the number of players has increased considerably. In Vietnam, the lottery is controlled by a state-owned company called Vietlott (Vietnam Computerised Lottery One Member Company Ltd). It was launched in 2011 and has brought in more than VND30 trillion in revenue over the past five years. This year it is expected to contribute an additional VND26 trillion, a record amount.

But despite this success, many people still consider the lottery a corrupt game because of the alleged involvement of the ruling elite. A source from the state office that oversees the lottery told RFA’s Lao service that most of the companies responsible for managing the lottery are owned by business interests with links to national leaders. The source added that the government must take steps to improve the lottery’s transparency and reduce drawing times and winnings. He also urged the government to close down informal football and lottery chances sold by mobile phones.

Laos’ legal status on gambling is a little complicated because while the country considers it illegal, there are Special Economic Zones where casinos are allowed to operate. The casinos offer popular games like roulette, poker, and blackjack. Online casinos that accept players from Laos are also available.

In Canada, the Canadian Lottery Corporation runs four nationwide lottery games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The corporation is a consortium of the provincial and territorial lottery commissions: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). In addition, some privately owned businesses provide online gaming services, charging premiums on base lottery prices. In this way they are able to avoid the same kind of regulatory oversight that would be required of a national lottery. This has raised concerns about consumer protection. In addition, some of these online operators have used their technology to circumvent regulations governing lottery advertising.
