Lottery games are organized contests in which players attempt to win a prize by matching numbers or symbols. The prizes range from cash to goods or services. They are popular forms of gambling and can be found in many countries around the world. Some lotteries are run by state or territorial governments, while others are privately operated.
In the United States, large portions of lottery proceeds are used to fund public education systems. Lotteries are also a significant source of revenue for state governments. The state government regulates lotteries in most states, while private businesses operate most of the country’s retail lottery operations. Online lottery sales are an increasingly common method of selling tickets.
The first Internet lotteries were launched in 1995, and by 1999 there were over 40. The earliest Internet lotteries were operated by state-licensed companies and offered fixed-stake games such as Keno and Instant Bingo. Later, they began to offer games that allowed players to choose their own numbers and participate in drawings based on those numbers. Currently, the vast majority of Internet lotteries are run by independent companies that offer both fixed-stake and skill-based games.
Several states and territories in Canada have state-run lotteries. In addition to the national Lotto 6/49, these include Loto-Quebec (Quebec), Atlantic Canada Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon, and Nunavut), and British Columbia Lottery Corporation (British Columbia). Some of the provincial and territorial governments also have their own online lotteries.

Lottery officials in communist-ruled Laos are rigging the system to avoid large pay-outs, sources in the country tell RFA’s Lao Service. Drawings often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. In one drawing, for example, the number 67 appeared only on tickets sold before the winning numbers were announced. The number is believed to be associated with turtles, which are considered unlucky in Laos.
A government official speaking on condition of anonymity told RFA that the business interests behind the national lottery’s operation include people with ties to the country’s ruling elite. He said that the government should resume control of the lottery because it is not reliable enough to be trusted.
In September, the state-owned company that runs Vietnam’s legal state lottery, Vietlott, boosted its profits by VND305 billion compared with three years ago. The increase was driven by a surge in revenue from the Mega 6/45 lottery game, which contributed more than VND40.1 billion in the first eight months of this year.
