Officials in the communist country of Laos have been accused of rigging the lottery, removing certain numbers from purchased tickets before drawings are held. For example, the number 509 appeared only as a 5 on tickets purchased throughout the day of a drawing in October this year, an RFA source told the program. It reappeared on the winning ticket just 10 minutes before the drawing was scheduled to take place, the source added.

Lottery officials in the country have also reportedly been manipulating lottery winners in order to avoid paying large payouts. In one case, a number was changed from 09 to 134 shortly before the drawing took place, the source told RFA. This number was associated in Laos with the buffalo, a symbol of good luck, the source said.

Winning tickets up to $25,000 are paid by check, less offsets and obligations, at the Lottery headquarters on the day they are redeemed. Winning tickets over $25000 are sent to the winner’s home address by mail. Winners may redeem their tickets at any Maryland Lottery retailer, unless directed to contact the lottery office for further instructions. Winners must present a valid Social Security number or Federal Tax ID and photo ID to claim their prize.
