The nation’s social security systems aren’t capable yet of handling the large number of less fortunate citizens. In some cases, selling lottery tickets is even better than begging, which is socially detested by most Vietnamese.

For some sellers, such as Huong, a single mother in Saigon, selling lottery tickets provides enough income to support herself and her infant son. “On lucky days, I can make up to 230 000 VN-Dong,” she says. That’s about 10 US-Dollars, more than enough to get by. However, most of the time she isn’t so lucky. She sometimes goes hungry or has to borrow money from friends and family members. This year she is a bit more hopeful than in the past. She has a plan to change her life. “I’m going to study to be a nurse so I can take care of my son,” she says.
