Lottery officials in the communist nation of Laos are rigging the system to avoid large pay-outs, RFA’s Lao Service reported this year. In the past, the winning number has vanished from purchased tickets before the drawing and has been replaced with a number deemed unlucky or difficult to choose. The number 509, for example, appeared on numerous purchased tickets only to be changed 10 minutes before the Oct. 14 drawing to 5.
