Lotteries are government-sponsored games of chance where people have the chance to win money or goods. They are an important source of revenue for many states, bringing in billions of dollars each year. However, there are many questions about how these companies are run and the legality of the games.

The first lottery was organized by King Francis I of France in or around 1505 and became popular throughout Europe. It was then prohibited for two centuries before reappearing in the 17th century as a public lottery in Paris (called Loterie de la Lhôtel de Ville) and private ones for religious orders. During this time, a number of different types of lotteries were created including the French State Lottery, Swiss National Lottery and Italian State Lottery.

In the United States, the state-run Maryland Lottery is a regulated form of gambling that provides prizes to winners. Lottery winnings are taxed in some states. In addition, players are encouraged to be responsible in their playing habits and may not win large sums of money more than once per year. Winning tickets may be redeemed at any of the Expanded Cashing Authority Program (XCAP) retailers, except for those that require a social security or federal tax ID number and photo identification to claim.

New Zealand’s national lottery is controlled by an autonomous Crown entity, Lotto New Zealand, that distributes its profits to charity and community organizations. Its four games include the Lotto, Keno, Bullseye and Instant Kiwi scratch card games. The winnings from each game are based on the number of tickets sold.

A privately-owned company in Vietnam has a stake in the country’s national lottery. In early 2016, it was awarded an investment license to operate an exclusive lottery project by the Hanoi Investment and Planning Department. The project, called Vietlott, is set up as a joint venture with local company BCorp – Berjaya Gia Thinh (Berjaya GTI).

There are concerns that the structure and role of this private-public partnership raises concerns about corruption, especially when it comes to a project of such a high value. Furthermore, questions have been raised about how much of the profits are returned to investors.

A caller to RFA’s Lao service said he believes that private business interests are rigging the national lottery, particularly in how numbers are drawn and matched. He also noted that those involved in the lottery have connections to the country’s ruling elite. “Hopefully, the government will resume control of the national lottery, because private businesses should not be responsible for it,” he said. “The drawings can’t be trusted because they are rigged.”
