Lottery officials in the communist country of Laos are rigging the system to manipulate winning numbers and avoid large pay-outs, sources in the Southeast Asian nation tell RFA’s Lao Service. These business interests are linked to members of the ruling elite, including some national politicians.

The Lao government has recently sent a directive to the ministry that oversees the legal state lottery asking it to reduce the frequency of drawings and handle winnings in a more transparent manner, sources told RFA’s Lao Service. The directive also calls for the shutdown of informal football lotteries and lottery chances sold via text messaging.

For many poor Vietnamese people, selling lottery tickets is the only way to earn money. This work is much less socially demeaning than begging, and it can bring in up to 230 000 VN-Dong (11 US-Dollars) on good days. It is a hard but essential job for some, such as Huong, a single mother who sells lottery tickets in Saigon. Her day starts at 5 am with a breakfast of rice and vegetable soup, followed by a 16-hour shift on the streets. She and her husband make a small profit each day, but it is enough to provide for their family.
